Project description

Carbon Limits conducted a qualitative gap analysis of methane-related support needs among oil and gas operators in Southeast Asia. The work combined stakeholder interviews, a review of existing regional and international support initiatives, and the development of a structured Needs Matrix linking identified constraints to appropriate support options.

The analysis focused on oil and gas producers and service providers in Malaysia, Indonesia, Brunei Darussalam, Thailand, and Vietnam, with attention to methane measurement, inventories, reporting, governance, and implementation challenges.

The project informed future programme design by highlighting where existing support mechanisms were insufficient, misaligned, or incomplete. It provided a practical basis for targeting capacity building, technical assistance, and implementation support according to operators’ readiness, constraints, and methane management priorities.
