Project description

This project delivers a policy‑focused analysis of the costs associated with monitoring, reporting, and verification (MRV) requirements under the EU Methane Regulation, with the objective of informing near‑term EU regulatory and policy discussions. Using representative, standard asset types relevant to major oil and gas suppliers to the EU, the analysis provides evidence‑based estimates of MRV implementation and verification costs, avoids extreme or unrepresentative scenarios, and places MRV expenditures in context relative to wider operational and safety costs.
