Methane Management in Ukraine
Project description
"The EBRD (the “Bank”), the Public Joint Stock Company “National Joint Stock Company “NAK” Naftogaz of Ukraine” (“Naftogaz” or “NAK” or the “Company”) and the Ukrainian Ministry of Ecology and Natural Resources had agreed to cooperate on a program for the measurement and reduction of methane fugitive emissions along the gas infrastructure owned by NAK in Ukraine. Additional key stakeholders are the Ministry of Energy as well as other national institutions and authorities of relevance for the sector.
The main objectives of the Program were to:
1. improve accuracy of methane emissions measurement data;
2. introduce a robust inventory of methane emissions as well as procedures and templates for periodic reporting.
3. develop a roadmap for reducing methane emissions, comprising of technical and economic studies for actions, improvements and investment for reducing methane emissions along the gas supply chain (upstream, midstream and downstream); and,
4. provide policy dialogue on the improvement of policies and regulations on methane emissions in the gas sector.
The services provided were:
- Organization, delivery and analysis of a few measurement campaigns covering facilities from the full gas value chain in Ukraine.
- Development of a detailed abatement cost curve with more than 500 detailed measure assessment to address methane emissions in NAK.
- Identification of energy efficiency investment projects.
- Purchase and analysis of satellites emission data.
- Review existing methane emissions reporting practice.
- Development of a best-in-class emission inventory for the company.
- Organization of a number of workshops with relevant stakeholders in the countries.
