Project description

Since signing the Global Methane Pledge in 2023, Kazakhstan has accelerated its efforts in the methane sector. The Ministry of Environment and Mineral Resources, responsible for methane-related actions, aimed to strengthen its understanding of baseline emissions in the oil and gas sector, alongside assessing the country’s abatement potential.

The project focused on developing a methane emissions inventory for Kazakhstan’s oil and gas sector, covering the upstream, midstream, and downstream segments. The analysis combined bottom-up, category-level estimates with top-down satellite-based data to improve the completeness and accuracy of the inventory. It also included a high-level assessment of abatement potential and an overview of monitoring, reporting, and verification (MRV) requirements in methane regulations in the European Union, Norway, Canada, and the United States. 

The objective of the project was to provide Kazakh authorities with a more accurate baseline of methane emissions and to identify the most relevant abatement opportunities in the country that can be addressed through methane regulations.
