Comprehensive Assessment of EU Methane Policies and Abatement Strategies

The EU faces significant methane emissions across energy, agriculture, and waste sectors. Existing policies lack clarity on achievable reductions under current frameworks.
Carbon Limits quantifies methane abatement potential by modeling two trajectories: best available technologies implementation versus current policy scenarios including National Energy and Climate Plans and the Common Agricultural Policy. The work covers oil, natural gas, biogas, coal, agriculture, and waste sectors across EU member states and five major energy exporters.
The analysis identifies policy gaps and quantifies the difference between technology-enabled reductions and legislated targets, strengthening the evidence base for regulatory improvements.
This work is relevant for EU policymakers, national ministries, and regulators designing methane abatement strategies to meet Paris Agreement commitments and close implementation gaps in climate policy.
