Senegal’s engagement with international carbon markets requires clear, credible rules to operationalise Article 6 of the Paris Agreement and attract high‑integrity investment. Like many emerging market jurisdictions, the challenge lay in translating global carbon market guidance into nationally workable procedures across compliance and voluntary mechanisms.
Carbon Limits played a central technical role in developing Senegal’s Article 6 Operational Manual, transforming national strategy and policy objectives into practical, decision‑ready rules and processes.
The work was applied at national level in Senegal, covering Article 6.2 cooperative approaches, Article 6.4 mechanisms, voluntary carbon markets, and non‑market approaches, with relevance across energy, waste, AFOLU, and industrial mitigation activities.
The Operational Manual strengthened institutional clarity, streamlined approval and authorisation processes, and improved transparency for mitigation outcomes. Validation with Senegal’s inter‑ministerial Market Working Group ensured usability, ownership, and alignment with international carbon market integrity standards.
This work is directly relevant for governments, development banks, and private sector investors engaging in Article 6 implementation across Africa and other emerging carbon market regions.
