Project description

In‑depth, policy‑grounded assessment of attribution approaches for blended climate and carbon finance, with a specific focus on the proportional attribution approach in the context of Article 6 of the Paris Agreement and the MCFA program. The work reassesses the theoretical justifications and assumptions behind proportional attribution in light of the evolving post‑Glasgow regulatory framework, emerging UNFCCC guidance, and practical experience from sovereign carbon funds and multi‑country programs. It combines a targeted desk review of rules, guidance, expert literature, and country practice with a contextual analysis of MCFA implementation to evaluate whether proportional attribution remains valid, robust, and environmentally sound under current market and policy conditions, and to identify where alternative approaches may be more appropriate.
