MRV Readiness Roadmap for Uzbekistan's Emissions Trading System

Uzbekistan is preparing to establish an emissions trading system but lacks the facility-level monitoring, reporting, and verification infrastructure required for credible market operation. Existing regulatory and institutional arrangements do not yet support standardised GHG data collection or compliance-ready reporting.
Carbon Limits developed a comprehensive facility‑level MRV Readiness Roadmap for Uzbekistan’s future Emissions Trading System (ETS), including analysis of the regulatory, institutional, and technical framework; mapping of existing MRV initiatives; design of an analytical framework for pilot MRV implementation; and identification of priority actions, sequencing, and costed recommendations for establishing a scalable, internationally aligned MRV system.
The assignment scope included: structured stakeholder engagement across government and industry, detailed gap assessments of legal and institutional arrangements, evaluation of data and IT infrastructure needs, and preparation of an actionable roadmap and policy brief to support Uzbekistan’s gradual transition toward an ETS‑compatible MRV architecture.
This enables policymakers to align national systems with international carbon market standards and strengthens the technical foundation for future compliance and trading.
