This project is supporting Morocco’s readiness to engage in cooperative approaches under Article 6 of the Paris Agreement by delivering a comprehensive package of technical, legal, and institutional services. Carbon Limits is the lead of a consortium which includes Climate Focus and Enviro Consulting International. Carbon Limits is providing expert guidance on updating and finalizing Morocco’s Article 6 framework, designing a sustainable fee structure for international carbon market transactions, supporting robust governance and institutional arrangements, and a national strategy to prevent overselling risks in carbon markets. The approach emphasizes bilateral consultations, targeted capacity building, and integration of international best practices, ensuring that Morocco’s systems, policies, and legal instruments are harmonized for effective and transparent participation in international carbon markets.
