Methane Policy in South East Asia's Oil and Gas Sector

Southeast Asian policymakers face gaps in accessible benchmarks when designing methane regulations for their oil and gas sectors. Existing global frameworks vary in ambition and implementation, making direct comparison difficult.
Carbon Limits conducted a comparative study of methane policies across three SEA jurisdictions, benchmarking regulatory approaches against best practices from Mexico, Canada, and the EU, and integrating OGMP 2.0 implications. The work covers the full oil and gas value chain, including LNG, addressing emission reduction targets, leak detection and repair, venting, flaring, inactive wells, and monitoring, reporting, and verification (MRV). Digestible factsheets synthesize key regulatory aspects, identify gaps against international standards, and clarify pathways for policy improvement.
