Project description

To enhance the SLCCS (Sustainable Low-Carbon Technology Scheme), an efficient institutional framework must be established. A central authority should coordinate the scheme, involving relevant government bodies, private sector representatives, and environmental experts. Capacity building programs for stakeholders must focus on project evaluation, monitoring, and reporting.

Carbon Limits was involved in making recommendation on institutional arrangements for the SLCCS and what capacity building was needed to ensure efficient operation of the scheme at a larger scale. Furthermore, we identified opportunities for new methodology development and/or standardization in the priority technology areas for the SLCCS. We assessed the current project cycle and recommended options for more streamlined procedures.

We also recommended approaches to avoid double counting to ensure consistency with the national MRV/registry system, provided options for financial sustainability of SLCCS administration, as well as suggested ways to address liabilities and grievances
