Project description

Carbon Limits developed governance and transactional models to support trade in Internationally Transferred Mitigation Outcomes (ITMOs) under Article 6 of the Paris Agreement. This includes the following:

  • Developing a template for Mitigation Outcomes Purchase Agreement (“MOPA”), and accompanying guidance materials, that would cover a range of possible transaction models. These materials would address issues such as different types of actors (government vs private), authorization procedures and criteria, execution, and tracking of transfers, implementation of corresponding adjustments, ensuring environmental integrity, and other issues.
  • Developing governance models for the key processes related to Article 6 trading including: readiness for ITMO transfers, ITMO authorization, ITMO tracking, and Article 6 reporting. 
  • Providing alternative models for how host country institutions could carry out relevant roles in these processes, and guidance for policymakers on how to choose among models.
