Gas Flaring Optimization Program in Kazakhstan

Project description
The Methane Gas Flaring Optimization Program in Kazakhstan, implemented by the Global Green Growth Institute (GGGI) in partnership with Carbon Limits, SSDC, and EcoSolutions, was launched in late 2023 to support Kazakhstan’s efforts to reduce methane emissions from gas flaring in the oil and gas sector.
The programme included a comprehensive assessment of gas flaring practices and the existing policy and regulatory framework, followed by the development of a structured roadmap to guide future methane reduction efforts. This roadmap addressed monitoring and reporting systems, institutional roles, policy instruments, and economic mechanisms needed to enable sustained emissions reductions. The project also included an assessment of a representative gas flaring reduction project to illustrate how proven technologies can be applied in practice and replicated more widely across the sector.
Stakeholder engagement was a core element of the programme, with consultations and workshops involving public authorities, industry representatives, and technical experts to ensure that the proposed approaches were practical, aligned with international best practice, and suitable for implementation.
