CCUS Policy and Regulatory Screening for the Kingdom of Saudi Arabia

Assess and strengthen the policy and regulatory framework for Carbon Capture, Utilization, and Storage (CCUS) in the Kingdom of Saudi Arabia through a structured review, gap assessment, and stakeholder‑validated roadmap. Review existing national policies, strategies, and regulatory instruments relevant to CCUS - including NDCs, climate and energy strategies, MRV systems, CO₂ ownership and liability, and technical standards - and benchmark Saudi Arabia’s framework against three to four highly relevant international jurisdictions. Identifying strengths, overlaps, inconsistencies, and regulatory gaps will be validated through stakeholder engagement, informing actionable policy and regulatory recommendations and a time‑bound roadmap with short‑term (under 24 months) and long‑term (over 24 months) priorities and clearly assigned institutional responsibilities.
