This project explores how standardised baselines can be used under the CDM, or future mitigation frameworks and mechanisms, to support rural energy development in Least Developed Countries. The case studies in Ethiopia present options for a rural electrification programme that could be financed through either an CDM Programme of Action or Nationally Appropriate Mitigation Action (NAMA) framework.
