Carbon Limits has, on behalf of the Norwegian waste association (Avfall Norge), studied the opportunities for and practical consequences of including waste incineration under the EU ETS. Norwegian authorities are considering imposing a CO2-tax for the fossil share of emissions from waste incineration (e.g. from combustion of plastics) or including the sector fully under EU ETS (only a few Norwegian waste incineration plants are covered by the EU ETS as they are supplying heat to industrial users).
